How to enable TLS 1.1 and 1.2 in IE10
Microsoft Internet Explorer 10 (IE10) does not support TLS 1.1 or 1.2 with its default settings. You must explicitly enable TLS 1.1 and TLS 1.2 when using the IE10 web browser.
Be aware that your institution might be controlling these settings with a Windows Group Policy. If so, you may be unable to change these settings or they have been made for you and TLS 1.1 and/or TLS 1.2 are enabled.
To enable TLS 1.1 and 1.2 in IE10:
1. Starting in Internet Explorer 10, click Tools > Internet Options.
The Tools menu can sometimes be seen as a gear icon.
2. Click the Advanced tab.
3. In the Security area, select Use TLS 1.1 and Use TLS 1.2.
4. Click OK to save your changes.

Microsoft Internet Explorer 10 is now able to negotiate TLS 1.1 and TLS 1.2 connections.
